A Pentecostal Home on Metro Parkway
Victory Outreach Phoenix fills a corner of a north Phoenix office complex at 9620 N Metro Parkway W, Suite 135, with the steady sound of prayer, contemporary worship and teaching every week. The church is part of Victory Outreach, an international Christian ministry that began in 1967 and now stretches across roughly thirty countries. Locally, VOPHX functions as the regional church for both English and Spanish-speaking congregations and oversees eleven Victory Outreach churches across Arizona.
Sundays and Wednesdays at VOPHX
The main gathering, called the Sunday Celebration, meets at 10:00 AM and runs about ninety minutes. Each service is structured around prayer, a powerful worship set and a fresh message, with KIDZ GANG children's programming offered at the same time for kids from eight weeks old through sixth grade. A midweek service meets Wednesdays at 7:30 PM in a more casual atmosphere. Both services are streamed online, so anyone who cannot make the drive can still worship with VOPHX through the church's YouTube channel.
Visitors are invited to come as they are. On Sundays most families arrive in dressy casual or Sunday best; Wednesdays lean a little more relaxed. On-site parking is available, with security and parking attendants on duty for every service. After the meeting, a connection center in the back of the sanctuary is set up so newcomers can meet pastors and leaders and hear about next steps.
The Tavors and the Garcias: A Story of Two Generations
VOPHX is led by Pastors Israel and Tiyana Tavor, who carry the vision for the church as Lead Pastors. They teach that church should be a place where people find hope, healing and purpose. Alongside them, Pastors Tommy and Beckie Tavor serve as Executive Pastors, helping carry the vision with integrity and developing leaders across the congregation.
The church was planted in 1985 when Pastors Tony and Patsy Garcia responded to a call from Pastor Sonny Arguinzoni and the Victory Outreach mother church. They laid the foundation for the Phoenix work, and they continue to be honored as the Pioneering Pastors. For forty years their obedience has shaped a congregation that has reached people from drug and gang backgrounds to college students and professional athletes.
What VOPHX Believes
The beliefs of Victory Outreach are Evangelical and Pentecostal, and every affiliated church holds to the same Statement of Faith. VOPHX teaches the Great Commission - the call to go and make disciples of all nations - and believes the Spirit of God is still at work in the church through the Baptism of the Holy Spirit, speaking in tongues, and the impartation of spiritual gifts to every believer. The mission is to lead people to know God, grow in faith, discover their purpose, and live on mission.
Children and Students: Kidz Gang and Next Gen
VOPHX KIDZ GANG, also called God's Anointed Now Generation, runs during every Sunday service with age-appropriate rooms for infants, toddlers, ages four to six, ages seven to eight, and ages nine to eleven. Every volunteer is trained and background-checked, and check-in happens at the door to the left of the main entrance. Parents label personal items, bring diapers or pull-ups, a comfort item and a change of clothes for infants and toddlers, and may send bottles or cups. Snacks are provided in a peanut-free environment; children with runny noses, fresh colds, fevers, rashes or other signs of illness are asked to stay home so the rooms stay healthy.
Next Gen ministries extend the same vision to older children and teens. Events like Glow for Jesus and Camp Next Gen create fun, off-campus environments where families and students can grow together. The church celebrates graduations and promotions each year during a Sunday service.
Young Adults and the YA Movement
The Young Adults ministry, branded as VOPHX YA, gathers college-age and career-age adults for worship, teaching and community. YA Nights are held throughout the year, sometimes on the main campus and sometimes at Collective Coffee on West Southern Avenue, where young adults enjoy a relaxed setting and a word from YA Leader David Tavor. The YA ministry points young adults toward Connect Groups and the wider life of the church.
Life Groups Across the Valley
Life Groups are the primary place where disciples grow. Groups meet in homes, coffee shops and other locations across the Phoenix area and are designed to be a space to be real, share life and grow spiritually together. Groups include Kingdom Culture (Fridays, with Joe and Val), Rooted (bi-weekly Fridays for families), One Heart (bi-weekly Fridays for marriages), Vested Through Prayer, Temple Builders, Back to the Basics, The Brotherhood (men, Thursdays), Crowned With Purpose (women, bi-weekly Saturdays), Healed (women, Saturdays), Women of Disposition (bi-weekly Tuesdays), and Kingdom Men (Mondays). Locations span Glendale, Indian School, Lower Buckeye, Southern Avenue, Van Buren and other recognizable Phoenix-area intersections.
Kingdom Men, Legacy Ladies and Discipleship
Men's ministry centers on Kingdom Men Discipleship gatherings and a dedicated men's life group, with teaching aimed at building men of faith who lead their families well. Women's ministry runs under the Legacy Ladies banner, with regional discipleship events, nights of worship and impartation, and smaller women's life groups such as Crowned With Purpose and Healed. Both ministries emphasize accountability, prayer and practical growth in everyday life.
The 180 Discipleship Path
Every member of VOPHX is invited into 180, a personal discipleship journey. Each week, members can log in and find a recap of the previous Sunday's message along with a Life Group study guide designed to deepen conversation and application. Each month closes with a review session that ties the teaching together and points disciples toward the next step of growth.
Victory Outreach Bible College
Through partnership with Victory Outreach Bible College, VOPHX offers structured Bible training with a winter and a summer semester each year. Classes are open for enrollment and cover books of the Bible in depth, including recent semesters on Daniel and Revelation. The school is designed to raise up leaders from within the local church for ministry across the network.
Outreach: Run4Hope and the Third Wave Conference
VOPHX carries the wider mission of Victory Outreach through the Run4Hope initiative, which plants churches and shares the hope of Jesus Christ in hard places. Local fundraisers - a Pilates morning, an indoor Metro MEGA Sale with dozens of sellers, and the Aim For Hope event - all direct proceeds to Run4Hope. The church also sends students and young adults to the international Thirdwave Conference, a multi-day gathering of Victory Outreach young people from around the world for worship and teaching. A yearly boxing show with Rodriguez Boxing Club honors the legacy of Coach Joe Varela, with all proceeds going to world missions.
Worship, Production and the Creative Team
Worship at VOPHX is led by Pablo and Moriah Jauregui, who oversee the Worship and Production teams. The church also benefits from a Creative Director, Mikey Cornejo, and a Dream Team Overseer, Chris Ledesma, who recruit and care for the volunteers who serve on Sundays and at events throughout the year.
Victory Home
Manuel and Alicia Libert serve as Victory Home Overseers, a reference to the residential discipleship and recovery programs that have long been a hallmark of Victory Outreach's ministry to hurting people in inner cities around the world.
Now We Build: A Building Campaign for the Future
VOPHX is in the middle of a building and renovation campaign called Now We Build. The project will welcome more families, create spaces designed for worship and teaching, and provide environments for children, youth and future generations to grow in Christ. The campaign invites supporters to give financially and to pray alongside the church as the work moves forward.
Water Baptisms, Child Dedications and Family Milestones
Water Baptism Sundays happen several times a year during the Sunday service, offering believers a public declaration of faith. Child Dedications are scheduled regularly, giving parents the chance to commit publicly to raising their child in God's love and truth, with the church praying alongside them. Both are recurring rhythms of the congregation.
21 Days of Prayer and Fasting
At the start of each year, VOPHX sets aside twenty-one days for focused prayer and fasting, with daily prayer targets provided to guide participants. The rhythm marks the beginning of the year and anchors the congregation in seeking God together before launching into the next season of ministry.

Giving is available online through the church's Church Center platform, and sermons and services are livestreamed on YouTube.
